Property Tax Payment Options

The City encourages property owners to join the Pre-Authorized Payment Plan for a convenient, worry-free and secure way to pay property taxes. Or, to avoid lineups at Service Barrie, use one of the alternative payment options.

Payment can be paid in person at Service Barrie (1st floor of City Hall, 70 Collier Street) during regular business hours, Monday–Friday 8:30am–4:30pm. Take advantage of other options for payment to avoid waiting in line:

  • Pay online or by telephone with your bank

Pre-Authorized Payment (PAP) Plan

Change to Pre-Authorized Withdrawal Dates for Final Property Tax Bills

Due to COVID-19 emergency measures, final property tax bills were completed and mailed by July 3, 2020, with installment due dates of August 31 and October 30. Since the tax bills were mailed later this year, accounts on a monthly pre-authorized payment (PAP) plan did not have a June payment. For 2020, if you are on a monthly PAP plan one sixth of the final billing amount will be withdrawn on the last business day of each month from July to December 2020 inclusive.

The PAP Plan authorizes the City to automatically withdraw funds from the bank account you designate to make tax payments. There is no surcharge for this method of payment.

  5. Once you have enrolled in a plan, you do not have to reapply for subsequent years

How to Join

  • Complete the PAP Plan Application and attach a cheque from the account you wish used for withdrawal purposes. Please complete one form per tax address
  • Ensure all signing officers for that account sign the form.
  • Scan and email it to or print and mail to:

  • Please note:
    • All taxes must be paid in full prior to enrollment.
    • Financial Institution/banking information is not printed on the bills.
    • The application date will be the date received, if no​t indicated.
    • Line of Credit accounts, credit card accounts or foreign fund accounts cannot be used.
    • Supplementary/Omitted tax bills and statements or other charges cannot be paid through this program.
    • You must complete, sign and return the PAP Plan Application to register. Incomplete forms will be returned to applicant.
    • Once enrolled, you will receive an email notification of your acceptance to the PAP Program.  You should continue to pay your taxes through your regular payment method until you receive confirmation of enrollment.
    • Additional charges that fall outside of the regular tax installment schedule such as supplementary and/or omitted property tax bills cannot be paid through this program. If you do not pay these additional charges separately, you will be removed from the program and returned to the regular tax installment due dates, and may incur late payment fees.
Three PAP Plan Options
For properties that are NOT in arrears
  • the interim bill (issued in January, and based on 50% of the previous year’s annualized taxes) is divided into 5 equal installments from January to May.
  • the final bill (issued in May​) is divided into 5 equal installments from June to October - no interim tax bill will be issued; the final tax bill will indicate the amount of installments from June to October.
  • installments are withdrawn from your bank account on the last business day of each month
  • any additional tax bill during the year will be due on date(s) indicated and must be paid under separate cover.
Due Date
For properties that are NOT in arrears

Withdrawals will be made on the due dates indicated on the interim and final tax bills

For properties and businesses who have tax arrears
  • must enter into acceptable payment schedule with Revenue staff (705) 726-4242
  • agreed-upon monthly payments will be withdrawn on last working day of each month
  • both interim and final tax bills will be issued
  • penalty/interest will be added based on existing policy
  • once the tax account is paid-to-date, taxpayer will be able to choose either Monthly or Due Date options
PAP Program Frequently Asked Questions
May I join during anytime during the year?

YES - Enrolment is permitted throughout the year. If your cheque and application are received by the 15th of the month, your withdrawal can begin at the end of that month. PAP Plan Application

What if I sell the property?

Notify Service Barrie, in writing, as soon as possible, stating the closing date of the sale. We will ensure that deductions stop at the appropriate time. You must immediately pay the outstanding balance in full to avoid interest charges.   We will require at least fifteen days to do so. PAP Cancellation Form

What if I change bank accounts?

Notify Service Barrie, in writing, as soon as possible and send in a cheque from the new account marked “VOID”. We will require at least fifteen days notification to make the necessary adjustments.

What if I miss a payment?

Subscribers to the pre-authorized payment plan, who have two non-negotiable item's, will be removed from the plan.  The balance of the taxes will become due on the regular due dates and subject to penalties and interest at a rate of 1.25% on the first day of each month payment is delayed.  If any of your pre-authorized payments do not clear through your financial institution, the City of Barrie will apply an administrative fee and penalty/interest.

Is it confidential and safe?

Yes! The City’s bank handles all of the payment transactions. Access to your bank account is limited solely to the withdrawal of the tax payment funds as authorized. Account information of balances and other transactions is not available to the City.
