Property Tax Payment Options

The City encourages property owners to join the Pr​e-Authorized Payment Plan for a convenient, worry-free and secure way to pay property taxes.

In-person Paym​ents

Payment (cash, cheque or debit) can be made in person during regular business hours, 8:30am–4:30pm Monday–Friday (excluding holidays). 

Alternative Payment O​ptions​

  • Enrol in a payment plan​.
  • Pay online or by telephone with your bank.* To pay online, you’ll need to add the City as a payee. Search for “Barrie” to add the City as a payee.

* If paying through your bank or mailing a cheque, please allow enough time for payments to be received prior to the due date. Payments made via bank may take several business days.

Pre-Authorized Payment (PAP) Plan

The PAP Plan authorizes the City to automatically withdraw funds from the bank account you designate to make tax payments. There is no surcharge for this method of payment. 


  • No worry about missed due dates
  • In the event of postal disruption, illness or vacation, your payments will still be made
  • Monthly plan allows easier budgeting
  • Savings on postal charges​
  • Once you have enrolled in a plan, you do not have to reapply for subsequent years

Three PAP Plan Options

Monthly PAP Plan
For properties that are NOT in arrears
  • PAP notification letter is issued each December. PAP notification letters function as a receipt for the previous year and specify the first five withdrawals for the current year, from January to May. ​There is a $15 fee for a replacement receipt (available by contacting Service Barrie​); it is recommended this letter ​be kept by the taxpayer for their records.​
  • Accounts on a monthly PAP plan are not issued an interim tax bill. 
  • The final tax bill (issued in May) is divided into five equal installments from June to October. The final tax bill indicates the amount of installments from June to October and is based on the total taxes due in the current year less the interim amount billed.
  • Installments are withdrawn from the taxpayer's bank account on the last business day of each month.
  • Any additional tax bill during the year will be due on date(s) indicated and must be paid under separate cover.
  • May and October are settle up months, in which any outstanding balance owing on your account at that time, will be withdrawn in full on the last banking day of those months. You must notify the Finance Department in writing requesting to cancel your PAP if you do not agree to have any outstanding balance withdrawn from your account in May and October.​

For properties that are NOT in arrears

Withdrawals are made on the due dates indicated on the interim and final tax bills.

Arrears PAP Plan
For properties who have tax arrears
  • The taxpayer must enter into an acceptable payment schedule with the Finance Department’s Revenue staff. Please contact Service Barrie at (705) 726-4242 or
  • Agreed-upon monthly payments are withdrawn on the​ last business day of each month.
  • Both interim and final tax bills are issued.
  • On the first of each month, penalty/interest is added based on existing policy on any outstanding balance.
  • Once the tax account is paid-to-date, the taxpayer can choose either Monthly or Due Date PAP plan options.

How to Join

Apply for the PAP program online


Complete the PAP Plan Application and attach a voided cheque from the account you wish to use for withdrawal purposes. Scan and email the form to or print and mail to: City of Barrie Revenue Department, P.O. Box 400, Barrie ON L4M 4T5. Please complete one form per tax address and ensure all signing officers for that account sign the application form.

Please note:

  • Financial Institution/banking information is not printed on the bills.
  • The application date will be the date received, if no​t indicated.
  • Only chequing accounts can be used.
  • You must complete, sign and return the PAP Plan Application to register. Incomplete forms will be returned.
  • Once enrolled, you will receive an email notification of your acceptance to the PAP Program. You should continue to pay your taxes through your regular payment method until you receive confirmation of enrollment.
  • Additional charges that fall outside of the regular tax installment schedule, such as supplementary and/or omitted property tax bills, cannot be paid through a PAP plan. If you do not pay these additional charges separately, you will be removed from the PAP program and returned to regular tax installment due dates, and may incur late payment fees.
PAP Program Frequently Asked Questions
May I join anytime during the year?

YES - Enrolment is permitted throughout the year. If your cheque and complete PAP Plan Application​ are received by the 15th of the month, your withdrawal can begin at the end of that month. You can also join the PAP program online​

What if I sell the property?

If you sell your property, please complete a PAP Change/Cancellation Form and notify Service Barrie in writing as soon as possible, stating the closing date of the sale. You must immediately pay the outstanding balance in full to avoid interest charges. Service Barrie can be notified by:

We will ensure that deductions stop at the appropriate time. We require at least fifteen days' notification to make the necessary adjustments.

What if I change bank accounts?

If you change bank accounts, please complete a PAP Change/Cancellation Form ​ and notify Service Barrie in writing as soon as possible along with a cheque from the new account marked “VOID”. Service Barrie can be notified by:

We require at least fifteen days'notification to make the necessary adjustments.

What if I miss a payment?

Subscribers to the PAP plan who have two missed payments will be removed from the plan. The balance of the taxes will become due on the regular due dates and subject to penalties and interest at a rate of 1.25% on the first day of each month payment is delayed. If any of your pre-authorized payments do not clear through your financial institution, the City will apply an administrative fee and penalty/interest.

Is it confidential and safe?

Yes! The City’s bank handles all of the payment transactions. Access to your bank account is limited solely to the withdrawal of the tax payment funds as authorized. Account information of balances and other transactions is not available to the City.
